This is the final report of the 2014 U.S. industry scanning tour of Japan's use of asphalt pavements with high reclaimed asphalt pavement content. The tour also focused on construction operations and practices used in Japan, including porous friction courses. The tour readily illustrated the potential for asphalt mixtures with higher RAP content (> 25%) that maintain equivalent or better quality and performance.
